Robert's MSGIS Project has to do with enhancing the accuracy of the pixel classifier in ESRI ArcGIS 9.3. The Maximum Likelihood Classification tool is part of the ArcGIS Spatial Analyst.
 
If you have ESRI ArcGIS 9.3, you may download the following self-extracting archive, which contains an ArcMap document called texture_classification_205.mxd, among other things. The map document contains embedded VBA code which will allow you to run various texture filters over raster images in preparation for pixel classification. Documentation is included.
